In the aging industrial city of Toledo, the unemployment rate is 8.9 percent, almost three percentage points above the national average. The city's need to retain jobs is so prevalent that the county government agreed two weeks ago to fill a void left by private capital, adding yet another responsibility to local government.

When an employee-owned company, Maumee Authority Stamping, agreed to buy a plant closed by Ford Motor Co. last year, it needed a $1.5 million bridge loan to cover initial operating costs. It offered to repay the loan with the employees' investment, which would be held in escrow.
