The 2006 census reports the population at 298,446. I don't think there could be 21k missing from the US Census, but I certainly don't think the US Census is dead on either. Not to mention, there is a lot of time between when that census was taken and when the next major census will be -- you have a bad economy and a national housing crisis. I don't think Toledo still has 315k+. Though downtown living has increased slightly. And I've recently moved from Sylvania to Toledo, so there's one more the inept mayor can count.

According to the Blade, the number of sworn officers per 1,000 people is 2.23.

And the current number of Police officers is 602.

Therefore, using Carty's numbers and Toledo Blade "facts":
2.23 officers per 1000 people and 602 officers=
(1000x602)/2.23=269,955

So, according to Carty's numbers and the Toledo Blade, there can be only 269,955 people in Toledo or THERE WOULD BE MORE COPS.

For those mathematically challenged individuals, if there were 316,000 people in Toledo, then there would be about 704 Toledo Police patrol officers instead of the 602 there is now.
